Compensation: $95,000 – $135,000 annually (commensurate with level, experience, and complexity of response)
Location: Remote with deployment to response sites nationwide, including Tribal Lands

Position Overview
Service Specialists is recruiting Response Managers (RM) to support a long-term federal contract dedicated to protecting clean water and safe drinking water for communities across the United States and Tribal Lands. The Response Manager serves as the primary contractor point of contact at an active response site, working directly with the Water Emergency Team and Contracting Officer’s Representative (COR). This role is responsible for the on-site management, coordination, and execution of water emergency response actions, ensuring work is performed safely, efficiently, and in full compliance with the statement of work and federal requirements. This position is ideal for experienced water, environmental, engineering, or emergency response professionals who thrive in dynamic, mission-critical environments.
Key Responsibilities
- Serve as the primary contractor contact at an assigned response site
- Manage and execute water emergency response actions under the technical direction of the COR
- Implement and ensure compliance with the task order statement of work
- Coordinate activities with:
- EPA and federal personnel
- State, local, and Tribal authorities
- Technical specialists and response teams
- Oversee day-to-day response operations, schedules, and deliverables
- Ensure proper documentation, reporting, and communication throughout the response
- Support the restoration and stabilization of drinking water, stormwater, and wastewater infrastructure systems
- Maintain safety, regulatory compliance, and quality standards at all times
Response Manager Levels
Level I Response Manager
- Assigned to less complex response actions
- Manages defined response scopes with established procedures
- Coordinates field teams and supports technical execution
- Escalates issues and risks to the Project Manager or COR as appropriate
Level II Response Manager
- Assigned to more complex, high-impact response actions
- Leads multi-faceted response operations involving multiple stakeholders
- Manages higher-risk, higher-visibility response environments
- May serve as Response Manager for both Level I and Level II responses
- Provides mentorship and leadership to Level I Response Managers
Required Qualifications
- Demonstrated experience managing water or environmental emergency response actions
- Experience with drinking water, stormwater, and/or domestic and industrial wastewater facilities
- Proven ability to manage response activities under federal oversight
- Strong leadership, coordination, and communication skills
- Ability to deploy nationwide, including remote and Tribal locations, as needed
Preferred Qualifications
- Prior experience working with EPA, federal response teams, or government contractors
- Familiarity with Clean Water Act and Safe Drinking Water Act requirements
- Experience serving as an on-site lead or primary point of contact during emergency responses
- Background in engineering, environmental science, construction management, or water systems
- Experience working in high-pressure, time-sensitive response environments
